CEFR という物差し

英語の成績表や授業の目標で、A2B1という記号を見かけることがあります。これは、外国語を使って何ができるかを表すCEFR(セファール)のレベルです。

この10月からの授業では、何ができるようになればよいか、何を見て評価するか、そのために何を練習するかを、学生のみなさんにも分かる形で示していきます。その目標づくりと、練習を重ねて何ができるようになったかを判断する目安に、CEFRを使います。

たとえば「記事の要点を、まだ読んでいない相手に英語で説明する」。内容が正確か、必要な情報が入っているか、相手に分かる言葉を使えているかを見ます。下の具体例で、自分の録音や文章と比べ、次に練習するところを選んでください。

From October, these courses will make learning goals, assessment and practice clearer. The CEFR will serve as a reference for setting goals and judging what learners can do after practice. For example, explaining an article to someone who has not read it lets us assess accuracy, relevant information and clarity. Use the worked examples below to compare with your own work and choose your next practice.

英検2級、と言われても何ができるかは分からないDescribing what you can do in a language

英検なら「2級」、共通テストなら「何点」。それを見ても、自分が英語で何をできるのかは分かりません。「あと100点」と言われても、明日から何をすればいいのかも分かりません。

CEFR は、そこを「何ができるか」で書きます。これを can-do(できること)方式と言います。

A が初級、B が中級、C が上級。それぞれに1と2があるので、全部で6つです。

A grade or test score alone does not describe all the things you can do in English or tell you what to practice next. The CEFR describes proficiency through statements of what learners can do. These descriptions help us set practical learning goals.

試験スコアで、自分の位置の目安を知るTest scores and CEFR: a reference table

英検を受けたことがある人は、成績表の「CEFR」欄を見てください。受けた級とCSEスコアに応じたレベルが表示されています。「2級を受けた」という情報だけでは、レベルは決まりません。

TOEFL・TOEIC・IELTSにも、それぞれの試験団体が公表している対応があります。自分の試験名と得点を探して、CEFRではどのあたりかを見てください。横に長い表なので、小さい画面では左右にスクロールできます。

たとえば英検の成績表がB1なら、B1の「できること」を練習目標の参考にできます。ただし、表の同じ行にある別の試験で必ずその点数が取れる、という意味ではありません。試験によって扱う内容や測る技能が違います。

  • TOEFL ITP:表はLevel 1の現在の公式最低点です。古い対応表とは数値が異なります。聞く・文法や語法・読む力を測る試験なので、この得点だけで話す力や作文の力まで判定することはできません。
  • TOEFL iBT:2026年1月21日以降の1〜6尺度を載せています。以前の0〜120点との対応はETSの新旧スコア対照表で確認できます。
  • TOEIC:LはListening、RはReadingです。合計は両方の最低点を足した参考値です。正式な対応を見るときはL・Rそれぞれの得点を使います。話す・書く力には、別のSpeaking & Writing Testsがあります。
  • 英検:受験した級ごとに、表示できるCEFRの範囲が決まっています。CSEの合計だけをこの表に当てはめず、成績表のCEFR表示を確認してください。
  • IELTS:レベルの境目は重なります。特に5.0、6.5、8.0付近は、隣り合うレベルにまたがる目安です。表の「—」は、ここで参照した対応表に値を載せていないところです。

These are published reference alignments, not predictions of the score you will obtain on another test. ITP figures are current Level 1 minimum scores. The iBT column uses the scale introduced on 21 January 2026. Check TOEIC Listening and Reading separately, use the CEFR level actually reported on your Eiken score report, and treat IELTS boundaries as approximate.

「読む・書く・聞く・話す」を、実際の活動で使うLanguage activities in the CEFR

「読む・書く・聞く・話す」は、英語の力を考えるときによく使う分け方です。CEFRは、それらを使ってどんな場面で、誰と、何ができるかを説明する枠組みです。四技能の点数をつける試験そのものではありません。

たとえば、記事を読むときは内容を理解します。その内容を友人に説明するときは、要点を選び、友人が分かる言葉に言い換えます。質問されたら、相手の分からなかったところを確かめて説明し直します。CEFRでは、こうした活動を受容・産出・やりとり・仲介に整理しています。

やりとりと仲介は、2001年のCEFRから扱われています。2020年の拡充版Companion Volumeでは、仲介についても「何ができるか」の具体的な説明が増えました。この授業が力を入れるのもここです。

英語演習のシラバスには「英語の音声・文字情報から内容を理解したうえで、英語で簡潔に伝え共有する」と書いてあります。これは「仲介」の活動の一つです。読んだり聞いたりして理解した内容を、相手に伝わる言葉で説明する。この授業では、その練習をします。

The CEFR describes what people can do with language in different situations: receiving information, producing a message, interacting with others and helping people understand information or ideas. These courses practise activities such as explaining an English article in English and responding to questions about it. The 2020 Companion Volume provides expanded descriptions of mediation and online interaction.

できたかどうか、何を見るかWhat would show that you can do it?

「話せる」「説明できる」だけでは、練習のしかたが分かりません。各科目の到達目標を、実際の言葉と行動で見てみます。以下はこの授業のために作った例です。CEFRの公式記述の引用・翻訳ではありません。この例を一度できればB1、という判定でもありません。

These examples show what the course goals look like in practice. They were written for these courses; they are not quotations or translations of official CEFR descriptors. Completing one example does not establish a CEFR level.

公式記述は、欧州評議会のCEFR Companion Volume(2020)で確認できます。参照した尺度は、口頭産出(p. 62)、聴衆への発表・書く産出(p. 66)、口頭のやりとり(p. 72)、テクストの処理(pp. 98–101)です。下の文数・長さは本授業の目標に合わせたもので、CEFR共通の合格条件ではありません。

The linked Council of Europe volume contains the official scales: oral production (p. 62), addressing audiences and written production (p. 66), oral interaction (p. 72), and processing text (pp. 98–101). The lengths below come from our course goals, not from a universal CEFR test requirement.

話す:言いたいことを、順序をつけて伝える / Speaking

できるようにすること:再履修では自分のことを3〜4文で話す。発信型では身近なテーマについて1〜2分、英語演習では学んだ考え方を30秒〜1分で説明する練習につなげます。

Goal: In the repeat course, say three or four sentences about yourself. In the productive course, develop a one- to two-minute talk on a familiar topic. In the media seminar, explain a concept in 30–60 seconds.

到達を確認できる例:“I like cooking. I usually cook pasta at home. It is cheap and easy to make. I want to learn some other dishes.” 再履修の自己紹介なら、何が好きか、普段何をするか、これから何をしたいかが伝わります。発信型ではここから、作った料理の例や理由を加え、最後に話をまとめます。この4文だけでは1〜2分のスピーチには足りません。

Evidence: The four sentences tell a listener what you like, what you usually do and what you want to learn. For the longer talk, add an experience or a reason and a closing point. These four sentences alone do not meet the longer task.

まだ直すところがある例:“Cooking. Pasta. Cheap.” 話題は分かりますが、誰が何をしているのか、単語の関係を聞き手が補う必要があります。

Needs work: “Cooking. Pasta. Cheap.” gives the topic, but leaves the listener to work out how the words are connected.

次の練習:単語を短い文にする。録音を聞いて、言いたかった内容が入っているか確かめる。長いスピーチなら、要点・理由・例・まとめをメモして話し直す。

Next practice: Turn the words into short sentences. Listen to your recording and check for missing information. For a longer talk, note your point, reason, example and closing, then try again.

見る観点:課題の内容が入っているか、順序を追えるか、音と区切りから意味を取れるか。速さだけでは判断しません。

What we look for: Relevant content, an order the listener can follow, and speech that conveys the meaning. Speed alone does not show this.

書く:意見と、その理由・例をつなぐ / Writing

できるようにすること:英語演習では、授業の概念に身近な例を添えて3〜5文で書く。発信型では、自分の意見に理由を添えて100語程度にまとめます。

Goal: Write three to five sentences connecting a course concept with an everyday example in the media seminar, or about 100 words giving your view and a reason in the productive course.

到達を確認できる例:発信型の書き出しなら、“I prefer studying in the library because I get distracted at home. Yesterday, I finished my reading there without checking my phone.” 意見と理由があり、出来事が理由を具体的にしています。100語の課題では、この先を展開します。英語演習なら、出来事を挙げるだけでなく、扱った概念のどこに当たるかまで書きます。

Evidence: The example gives a preference, explains it and adds an incident that supports the reason. It is an opening, not a complete 100-word response. In the media seminar, explain how your example illustrates the concept.

まだ直すところがある例:“The library is good. I like it. It is very good.” 意見を繰り返しているだけで、何がよいのかが読者に伝わりません。

Needs work: “The library is good. I like it. It is very good.” repeats a judgement without explaining it.

次の練習:「なぜ」「例えば何があった」を一つずつ書く。各文が別の情報を足しているかを読み直す。AIで直した文も、自分で意味と使い方を確かめます。

Next practice: Add a reason and an example. Check whether each sentence adds information. If you use AI to revise a sentence, make sure you understand what it says and how the expressions work.

見る観点:問いに答えているか、意見と理由・例がつながるか、語彙と文法から意味が伝わるか。英語演習では概念の理解も見ます。

What we look for: An answer to the task, a connection between the point and its support, and wording that conveys the meaning. In the media seminar, understanding the concept also matters.

やりとり:相手の発言で、自分の次の言葉が変わる / Interaction

できるようにすること:答える、相手の話について質問する、分からなければ確認する。自己紹介後の会話やスピーチ後の質問で練習します。

Goal: Answer, ask about what the other person said, and check what you did not understand. Practise after introductions and talks.

到達を確認できる例:A: “I work at a bakery on weekends.” B: “What do you do there?” A: “I work at the till.” B: “Sorry, what does ‘till’ mean?” A: “The cash register. I take payments.” 分からなかった言葉を確認して、相手の仕事が分かりました。

Evidence: B asks about A’s work, identifies an unfamiliar word and asks for its meaning. A explains it, so the exchange resolves the difficulty.

まだ直すところがある例:相手が仕事の話をしているのに、用意した “What is your favourite sport?” をそのまま読む。質問は言えていますが、今の話を聞いて応じたかは確認できません。

Needs work: Reading “What is your favourite sport?” immediately after the bakery comment does not show that you followed it. A prepared question alone is not evidence of responding to the other person.

次の練習:相手の話からキーワードを一つ拾い、それについて聞く。質問リストを読む前に、返ってきた答えを聞く。聞き取れなければ “Could you say that again?” からやり直す。

Next practice: Pick one detail from the reply and ask about it. Listen to the answer before choosing another question. Use “Could you say that again?” when you need repetition.

見る観点:相手の内容を受けているか、質問に答えているか、必要な確認や言い直しで理解を確かめられるか。発言回数だけの話ではありません。

What we look for: Responses to the actual content, answers to questions, and clarification or rephrasing when needed. Counting turns does not show all of this.

仲介:元の情報を、知らない相手に渡し直す / Mediation

できるようにすること:記事や動画、授業で受け取った情報から要点を選び、その内容を知らない相手に伝える。英語演習の準備の回や、発信型の要約で練習します。

Goal: Select the key information from a text, video or class explanation and pass it on to someone unfamiliar with it. Practise in the seminar’s preparation sessions and in summaries in the productive course.

到達を確認できる例:練習用の架空の案内 “The library will close at 5 p.m. on Friday for maintenance. Online resources will remain available.” を読んで、“The library closes early this Friday, at five, for maintenance. You can still use its online resources.” と伝える。相手が必要とする日時・変更・使えるサービスが残っています。メディア論の記事なら、主張とそれを支える例を選び、専門用語も説明します。

Evidence: The example preserves the time, reason and available service in a fictional library notice. For a media studies text, select the main claim and a supporting example, and explain unfamiliar terms.

まだ直すところがある例:“The library is closed on Friday.” では終日閉館と受け取られます。短くなっても、元の情報が変わっています。

Needs work: “The library is closed on Friday.” suggests it is closed all day. The shorter version changes the information.

次の練習:元の資料で要点と条件に印をつける。いったん資料から目を離して説明し、元の内容と照合する。相手の質問で抜けに気づいたら補う。

Next practice: Mark the main information and its conditions. Explain without looking, then check against the source. Add missing information when the listener’s questions reveal a gap.

見る観点:元の内容を保てているか、相手に必要な要点を選べているか、分からない用語を説明できるか。自分の意見を加えるときは、資料の内容と区別します。

What we look for: Fidelity to the source, selection of information the listener needs, and explanations of unfamiliar terms. Distinguish your own view from what the source says.

音読と記録を、次にできることにつなげる / Using practice and records

音読では、意味のまとまり、リズム、聞いて伝わるかを確かめます。そのあと、読んだ内容を短く説明する、使った表現で自分のことを話す、相手に質問する。ここまで試すと、音読で練習したものを使えるかが分かります。音読の点数だけから、やりとりや仲介の到達を決めることはできません。

Use the reading-aloud criteria to check phrasing, rhythm and meaning. Then explain the content, use an expression to say something about yourself, or ask a partner a question. A pronunciation score alone cannot show whether you can manage an exchange or explain a source to someone else.

記録には、試したこと・まだできなかったこと・次に変えることを残してください。例えば「聞き取れなかった単語を確認できず会話が止まった。次は聞き返す表現を使って、同じ話題でもう一度話す」。録音や文章と合わせて、変化を確かめます。提出先は各科目から案内する学習プラットフォームです。

Record what you tried, what still caused difficulty and what you will change next. For example: “I stopped when I missed a word. Next time I will ask for repetition and try the same topic again.” Compare this with your recordings or writing. Use the learning platform linked from your course page for submissions.

ここで示したのは練習と振り返りの具体例です。成績の配点と判定は成績評価、到達目標は各科目ページ、個別課題の条件はその課題の指示で確認してください。新しい加点項目やCEFRから評語への換算表を設けるものではありません。

Use these examples for practice and reflection. Check the grading page for weights and grading rules, your course page for its goals, and each assignment for its conditions. These examples add no new points or CEFR-to-grade conversion.

どこで使うか、で必要な言葉が変わるWhere You Use It Changes What You Need

CEFR には「領域」という区分もあります。同じ B1 でも、使う場面が違えば必要な語彙も言い回しも変わるからです。バイト先で使う英語と、学会で使う英語は別ものです。

The CEFR also considers the context in which a language is used. For example, learners at the same B1 level may need different vocabulary at work and in a university seminar.

再履修クラスでは、音の練習と短いやりとりを中心に進めます。短い案内を読み、集合する時刻や場所を相手に伝える練習もできます。CEFRには、こうした初級の仲介についても説明があります。

The repeat course focuses on pronunciation and short conversations. Simple mediation is also possible, such as passing on the time and place given in a short notice. The CEFR includes descriptions of mediation at these early levels.

誰が作ったのかWho Wrote It

欧州評議会(Council of Europe。現在46か国が加盟する組織です。EU とは別ものです)が、2001年に出しました。

ヨーロッパは国をまたいで人が引っ越します。「この人はどのくらいフランス語ができるのか」を、国をまたいで説明する必要があった。そのための物差しです。

The Council of Europe published the CEFR in 2001 to provide a shared framework for describing language proficiency across languages and educational systems.

日本で何があったかWhat Happened in Japan

2019年、大学入試を変える計画がありました。センター試験に代わる共通テストで、英語だけは民間の試験を使うというものです。英検、GTEC、TOEFL、TOEIC などのスコアを CEFR で換算して、同じ土俵に並べる仕組みでした。

これが大きく荒れました。住んでいる場所によって受けられる試験が違う、受験料が払える人と払えない人がいる、そもそも別の試験のスコアを並べられるのか。2019年11月に延期が発表され、2021年に正式に見送りになりました。

そのとき、賛成した側も反対した側も、元の CEFR の報告書を読まずに議論していました。メディアでさえ「CEFRとは」という記事を出している始末でした。だから、知らないのが普通です。

ヨーロッパが自分たちの都合で作った物差しが、なぜ日本の入試を動かしかけたのか。これを考えるのも、英語演習の範囲です。第13回あたりで扱います。

Japan planned to use the CEFR to compare results from private English tests in university admissions. The plan was postponed in November 2019 and abandoned in 2021 amid concerns about access, cost, and comparability between tests.

人を並べるための物差しではありませんDescribing proficiency

B1 の人が A2 の人より偉いわけではないし、C2 が人生の目標である必要もありません。水泳教室レベルでも十分です。

使うのは、いまの自分がどこにいて、次に何をやればいいかを知るためだけです。

The CEFR provides descriptions of language proficiency. It is not a ranking of people’s ability or worth. The Companion Volume added further descriptors, including mediation and online interaction. The use of this European framework in Japanese education also raises questions about how educational policies travel between countries.

CEFRは2001年に公表されました。現在、欧州評議会が案内している拡充版はCEFR Companion Volume(2020年)です。2018年に公表された暫定版を経てまとめられました。

2020年版では、仲介やオンラインでのやりとりなどについて、「どのようなことができるか」の説明が増えました。語学の学習を、授業・仕事・日常生活で人と一緒に活動することにつなげて考えるための資料です。

The Council of Europe currently presents the 2020 Companion Volume as the expanded reference, following the provisional 2018 edition. The links provide the full report, searchable descriptors and general level descriptions, alongside the 2026 revised manual for developing and assessing language tests with the CEFR.
